Clarifications to Oil Pollution Risk Management Guidance Note

NOPSEMA has made a limited update to its Oil Pollution Risk Management Guidance Note in order to ensure alignment with other NOPSEMA guidance, reflect the 2023 Environment Regulations and clarify expectations. 

This includes clarifications regarding:

  • predicting oil pollution scenarios from a well workover, intervention or decommissioning activity;
  • considering all potential impacts in a net environmental benefit analysis and the need to evaluate potential impacts of dispersants carried into State/Territory waters;
  • consultation expectations when preparing, maintaining and implementing an oil pollution emergency plan;
  • reference to NOPSEMA’s policy on regulatory compliance monitoring, enforcement and intervention for offshore oil pollution incidents;
  • describing arrangements for defining baseline environmental conditions and the joint industry operational and scientific monitoring framework; and
  • expectations for training and competency.
