Carbon Capture and Storage

Carbon Capture and Storage (CCS) is a necessary component of meeting global targets for Co2 reduction, but needs to be implemented rapidly, and at an unprecedented scale.


As a result of the safeguard mechanism amendments, CCS projects will become critical for some existing and all future Australian petroleum project approvals. 

NOPSEMA has a key role in helping establish a safe and environmentally sound offshore CCS industry in Australia and disseminate learning. 

Offshore Carbon Capture and Storage is administered under the Offshore Petroleum and Greenhouse Gas Storage Act 2006. 

What we do

NOPSEMA is responsible for overseeing work health and safety, well integrity and environmental management for offshore carbon capture and storage operations and infrastructure in the Commonwealth offshore area.

To fulfil our legislated obligations, we are responsible for:

  • assessing environmental plans, including OPP if applicable

  • assessing well integrity management plans

  • assessing safety case submissions for both fixed infrastructure and mobile facilities

  • undertaking inspections to monitor compliance

  • undertaking investigations to verify and learn from non-compliance

  • undertaking enforcement actions to correct and deter non-compliance

  • promoting and advising, with the objective of fostering continuous improvement in industry performance.

In addition to our regulated functions, we provide advice to NOPTA on technical and risk management aspects of the Declaration of Storage Formation and the Draft Site Plan.
